Preheat oven to 350 degrees. Prepare 8X8 baking dish with cooking spray.
In a large bowl, whisk together coconut oil, sugar, cocoa, and vanilla. Add the applesauce and yogurt and combine well.
In a separate bowl, combine oat flour and baking soda. Note: you can purchase oat flour or make your own by placing oats in a blender and processing until they resemble flour.
Add oat flour to the sugar/cocoa mixture and stir well. Stir in chocolate chips.
Pour the batter into prepared pan and bake for 30-32 minutes (batter will be thick.) Remove from oven and let cool.
For the frosting, melt chocolate chips in the microwave for 30-45 seconds. Remove and stir until completely melted and smooth. Add milk and stir well. Whisk in the powdered sugar until smooth. If frosting is too thick, add more milk 1/2 tablespoon at a time.
